Public WIFI "Blocked Websites" Broke Update Manager and Software Center

I ran Update Manager on a train that provides free WIFI. The train blocks certain pages. Something in Update Manager and Software Center broke in the process.
Now there's a red warning icon in the upper left near the clock and every time I run Update Manager or Software Centre it crashes. I get:

An unresolvable problem occurred while initializing the package information.
Please report this bug against the 'update-manager' package and include the following error message:
'E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/

The text from the train's blocked interception pages has made its way into files found in /var/lib/
