Bug Description

kubuntu-settings are somewhat spread out so merging into one source package makes sense at this point (everything is in universe)

proposed source layout:
kubuntu-settings/
kubuntu-settings/active/
kubuntu-settings/active/share/
kubuntu-settings/active/config/
kubuntu-settings/desktop/
kubuntu-settings/mobile/
kubuntu-settings/netbook/

as discussed on ML binaries should have a kubuntu-settings-* scheme (e.g. kubuntu-settings-desktop).

TODO:
- upload
- figure out whether we want to restructure stuff (see ML thread)
- rename binaries
- file removal requests for old source
