Bug Description

During the upgrade from 12.04 to 12.10, the package linux-image-3.5.0-17-generic could not be installed.

According to the error message it is because this kernel does not support a non-PAE cpu.

I would expect a warning before upgrading that my computer can't run the new 12.10 kernel so one could stop the upgrade.

Ubuntu dropped support for non-PAE CPUs with 12.10.
They suggest to use 12.04 on such hardware.
It is possible to use a 12.04 kernel on a 12.10 system or to compile your own kernel without PEA support.

IMHO a better solution would have been to add a new linux-generic-nonpae package to the main repository.
Now someone needs to set up a PPA...

On my very old Pentium-III-500MHz PAE is supported, but on my much newer Pentium-M-1.8GHz it is not!

It is possible to run a 12.04 (3.2.0) kernel on a 12.10 (needs 3.5.0) system but it breaks your package manager and you can't install security updates or uninstall or install packages which is a nuisance and a security risk. I would recommend sticking to 12.04 because it is LTS (you get support on your new PC until 2017!) however I personally am rather annoyed that Lubuntu won't support non-PAE because I expect that most old PCs that Lubuntu is aiming at can't support 12.10 so unless if they provide the non-PAE kernel they will have no market.
