Bug Description
“The tag "foo" hasn't yet been used by Red Hat before. Is this a new tag?”
This has a couple of problems:
* "Yet" and "before" are redundant.
* If the tag hasn't been used before, then by definition it's a new tag. Why are you asking me?
Bug 87058 probably should be fixed at the same time as this bug.

This validation only occurs when modifying tags from the bug's +edit page. There is no confirmation when editing tags in-line.
Same for bug #87058.
