Bug Description

In the Norwegian Nynorsk translation of Ubuntu, if you try to upgrade from Precise to Quantal with /tmp mounted with noexec you'll get the following error:
andreas@arachnophobia:~$ sudo do-release-upgrade
Checking for a new Ubuntu release

Klarte ikkje å køyra oppgradering
Dette skjer vanlegvis i system der mappa /tmp er montert med køyreløyve. Monter på nytt utan køyreløyve og køyr oppgraderinga på nytt.

Translated to English, it says that /tmp needs to be mounted without executable permissions for the upgrade to complete, when in fact the solution is to mount /tmp without the noexec option.

The correct translation would be: Dette skjer vanlegvis i system der mappa /tmp er montert utan køyreløyve. Monter på nytt med køyreløyve og køyr oppgraderinga på nytt.

I have corrected the translation for Quantal, but Launchpad says the bad string is still present in upstream, and I don't know where that is.
