Other Software in Software Sources app is empty after a fresh install of Ubuntu

Bug Description
I wanted to install Skype and the guide I followed said I need to first activate the Canonical Partners repository in the Software Sources app in the Other Software tab. There are however no repositories listed in this tab (as can be seen in the attached screenshot).
I tried reinstalling Ubuntu to check if maybe I messed the system up somehow, but the Other Software tab is still empty.
I installed Ubuntu 12.10 using the Wubi installer, it installed the 64 Bit version of Ubuntu 12.10. Maybe it's just Wubi installations that are affected since I haven't seen anyone else yet with this problem.
