Bug Description

Ubuntu 12.10 Quantal with ppa:unity-team/sru

Issue: Applications opened using launcher on monitor 1 opens/starts in monitor 2 instead of monitor 1.

Action:
- Plug a 2nd monitor to a running active system in use
- Launcher setting does not change behaviour so any value is ok
- Open CCSM or software center by clicking on the launcher icon in monitor 1
- Observe that the application instance starts in monitor 2

Additional information - Applications opened using launcher on monitor 1 opened in monitor 2 only when the resolution settings for the two monitors was different.
When resolution for both monitors are same, apps open in the same monitor as the launcher used to open the app.
