clicking on settings in software updater takes 15 seconds to show

Bug Description

After checking for software updates on ubuntu 12.10 there are two buttons shown in software updater.

"Settings..." and "OK"

clicking on "Settings..." takes 15 seconds for anything to happen. The window greys out, and then you have to wait ~15 seconds for the settings window to appear. This SHOULD be an instant operation, but if that's not possible, a progress bar during loading would help. (to comply with Nielsen's first heuristic)

The package is also incorrectly named as "update-manager" instead of "software-updater", but that's another bug...
