R: expand ~ in read.graph and write.graph on OSX

This is not actually OSX specific, I don't know why I thought it would be.

A simple workaround would be to use read.graph.toraw and write.graph.fromraw if there is a '~' character in the file name.

I observe this error on linux (ubuntu 12.04):

Error in write.graph.dot(graph, file, ...) :
  At rinterface.c:4125 : Cannot write edgelist, File operation error
