Bug Description

Currently a reviewer must enter a GPG key and fingerprint for each applications submission. The GPG key and fingerprint are tied to the PPA which creates unnecessary duplication of effort.

If we tie the GPG key and fingerprint to the drop down box for PPA selection, the unnecessary duplication of effort is eliminated.

Due to the large number of submissions this is inhibiting efficiency in the review process and is a redundant step.

The dropdown we offer is to select the archive root, not the actual ppa, but most (98%?) of the time reviewers pick the private ppa archive root, and select a ppa owned by ~commercial-ppa-uploaders. In this case the gpg key and fingerprint could be prepopulated with the right values for this user. Maybe even prepopulate the archive_id field with "commercial-ppa-uploaders/".

For ARB apps we could just leave these fields blank, as they're omitted from the form altogether.

This should be about a day's work, or less.
