Bug Description

Version 1.6.2 is ok, see tag https://github.com/buildout/buildout/commit/1.6.2
Version 1.6.3 is on PyPI: http://pypi.python.org/pypi/zc.buildout/1.6.3
Version 1.6.4 is in the changelog: https://github.com/buildout/buildout/commit/22aebcc5839a8da5fb81fcf4dc76849c9e2ff9bc

But version 1.6.3 seems unavailable on Github (no tag) and in setup.py (https://github.com/buildout/buildout/blob/a1b779e189ec6cd526142650ff201435d40aba98/setup.py#L15 mentions version 1.6.2).
Notice it appears in changelog.
