Bug Description

Plank opens new tabs instead of new windows from the right click menu of the Files icon. This problem appears only if I open a new tab first (also from Plank) and after that the New window and New tab menu items of Plank do the same thing: opening a new tab in Files.

I can confirm this bug still exists in Beta 1.

Steps to reproduce: launch Files > choose New Tab from dock icon quicklist > Choose New Window from dock icon quicklist and observe that a new tab opened instead.
