Use augeas for distro configuration

Bug Description

Instead of having to replicate subsets of configuration parsing and storage and saving, possibly its better to try to use augeas to do the same thing (it already knows how to parse and store the same files). http://augeas.net/page/Main_Page#Using_Augeas (it has a python library that might be ok to use).

I'm not opposed to this. python-augeas is in universe, though. a MIR would then be required for ubuntu.

This library is still only in universe and appears to be no longer actively maintained (last release was in 2014). Based on this, we're no longer interested in adopting this upstream.
