Unity panel shadow still visible when the panel is not

Bug Description
When a window is fullscreen, Unity is optimized to not waste time rendering itself. And that feature works. However at the same time, the panel shadow still renders regardless of whether the panel itself has been rendered. And that looks quite wrong.
Test case:
1. Make a window full screen:
(a) Chrome: F11; or
(b) mplayer: F
2. Trigger scale mode: Shift+Alt+Up or Super+W
Expected: Windows scale and all that's visible behind them is the desktop wallpaper.
Observed: Windows scale and behind I can see the panel shadow drawn on top of the wallpaper.
