Bug Description
Scratch should have character encoding support. Currently, if I try to open a file encoded in Latin-1 (this is an example), Scratch shows it as empty. Also, it should be possible to choose in which charset a new file should be saved.

Mario, only part of the problem was fixed. Now scratch can open non UTF-8 files, but it converts the file to UTF-8 when it is saved. That's not really the behavior that the user is expecting, since sometimes he needs the file to be saved in another encoding type.
Nice work, though, scratch is really nice and bugs are getting fixed quickly.
