Clicking new or save disables buttons to display alert

Running from trunk.
Action:
On the Alert Message Dialog box
type some text and then click new to add it to the list
or
Select an item on the list edit it then click save

Actual Result:
The Display button and the Display & Close button are disabled. The only way to re-enable them is to change the text in the "Alert Text" Text box

Expected result:
You should be able create a new alert, or save an existing one and then send it live with out editing

On closer inspection clicking the new button clears the text box. Clicking the save button does not.
I think these buttons should leave the text in the text box and enable the buttons.

Save leaves the text but disables the buttons.
New clears the text and disables the buttons,

From memory the buttons should only work if there is text in the text box.

Save is incorrect.

Either New and Save clear the text box or both leave the text behind.
