It has you create all the service endpoints. If you're new you might not know what services you'll be deploying and create endpoints for everything mistakenly. For example I haven't installed swift yet but I created the endpoints and horizon sees that the endpoint is created and is generating a lot of log messages with warnings that a missing service exists and it can't query the service.
It might be better to break this section up and when you start installing that service you create its endpoints.
