Bug Description

Using maas - 0.1+bzr1239+dfsg-0+1240+125~ppa0~quantal1 and juju 0.5.99+bzr592-0juju2~precise1
I tagged nodes with the test-tag

Then tried to bootstrap juju:
$ matsubara@tancho [~]$ juju bootstrap --constraints "maas-tags=test-tag arch=amd64 mem=0"

2012-10-09 19:46:34,378 ERROR Invalid 'tags' constraint 'set(['test-tag'])': No such tag
