test_s3 tests don't properly cleanup temp directories

Bug Description

I've been looking into why running glance tests seems to create a bunch of temp directories in /tmp that don't get cleaned up (even when the tests pass). It appears there is an ordering issue in the test setup for the s3 tests which causes them to behave this way regardless of failure.

    Call setup_s3 before checking for disabled state.

    Updates the Glance TestS3 suite so that it calls setup_s3
    first to ensure that self.disabled is set to False before we
    test for it.

    Fixes LP Bug #1064319.
