You can fully install opus using:
sudo apt-get install opus-tools
After installing opus-tools, I don't see opus as an option in Audacity.
Since opus is an open source standard, that claims superior performance, I'd like to see it as supported export option in audacity for the upcoming Ubuntu release.

Please add export/import support for the Opus audio format. Opus is
standardized and the reference implementation is provided under the 3-clause
BSD license.
