Please sync weechat 0.3.9-1 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:
This will bump to the current release of WeeChat giving Qantal users access
to the newest features available in WeeChat

Well, it's rather obvious that updating to the new version gives access to the new features. Can you please give a less generic reason as to why this update is wanted? /What/ new features?

I would also have liked to have seen Weechat 0.3.9 included in Quantal but I guess it's too late now.

I've used Weechat 0.3.9 for over two months throughout its development phase to release. Very stable.

May be for 13.04?

This won't happen for quantal now, but will automatically get synced for "R", so marking the bug wontfix since we don't need the bug to trigger any manual action anymore.
