In mass-subscribe, offer "subscribe now/invite to subscribe" options

When entering email addresses for mass subscribe and clicking on "subscriber users", no email was generated for new members, but member is added.

The checkbox code is now merged in; but we'll still need some code to make it work.

This needs doing for the 3.0 release. Right now, even if I check the "verify with email" box, the member does not get a "do you want to join?" email message -- instead, they get subscribed.

Florian and I talked about this and decided it should be radio buttons:

  * Add members immediately and send welcome message
  * Send invitations asking them to become members

FOR NOW: get rid of checkbox since it won't do anything.

THIS WEEK: integrate subscription policy thing with Postorius.

LONG RUN: give people a radio button so they can coercively subscribe people or mass-invite them, and the default is what is in their subpolicy.
