Bug Description

The menu bar seems to be set to an arbitrary height. If I use the Universal Access settings panel to choose the "Larger" (1.5) text size, that text barely fits in the menu bar and it looks quite ugly because it goes right to the edge of the panel. If I increase text scaling beyond 1.5, text is cut off at the top and bottom. In addition, status icons are always the same size, instead of expanding to match the text size. This means that they remain very difficult to see for users with limited eyesight.
