It is Compiz r3410 (1:0.9.8.4+bzr3410stagingubuntu0+3315) and Unity r2791 (6.6.0+bzr2791stagingfutureubuntu0+790) I am currently using.
This bug was never seen before the GLES merge and happened to occur first time directly after the big merge.

I have enabled "Random Animations For All Events" and do not have any special tooltip settings defined. The remaining 11 animations do all work for all kind of windows (tested one by one with slow-motion enabled), but just tooltips show these weird artifacts as shown in the video posted above, where slow animations were also enabled to better present the broken tooltip animations.

Does that mean you tested all the animations individually on tooltips too?

P.S. We should be celebrating that the animations are there at all. It's only because I got them working at the last minute for GLES that they weren't dropped.

I did not test all the animations individually on tooltips yet, IIRC I used the open/close animation settings to test them.
Sorry for my sarcasm regarding remaining animations - I know that the GLES compatibility was a hard and important task to accomplish - it is just a bitter pill to swallow for folks like me, who used a lot of Compiz plug-ins, which have been sacrificed on the altar of GLES.
I will try to test the animations on tooltips one-by-one to find out which animations exactly are the culprit of those artifacts.

After playing around with the animation settings and removing all tooltip settings in the animation selections this bug does not occur anymore.
Setting this bug report to incomplete.
