Ctrl-Alt-L does not work if keyboard layout is Russian

Bug Description

Ctrl-Alt-L does not lock the screen if keyboard layout is Russian. So, to lock screen from keyboard I should switch keyboard layout to English and then press Ctrl-Alt-L.

Sure, this hotkey should work independing of current keyboard layout.
