Remove manual test about workspace icon switcher moves

Test case ID - CAN 30 - UNITY_ Dragging icons to reorder - over launcher

Issue:- Workspace switcher icon does not remain stationary instead moves to make space for the icon being dragged on launcher.

Action:
#. Move the mouse so it is over a launcher icon for an application
#. Press and hold the mouse button
#. Drag the icon up and down over the icons in the launcher

Expected result:
* As the centre of the dragged icon passes the mid-point of the next item
above or below it, the icon being dragged over moves and is replaced by the
blank "space".
* The BFB and the switcher icons do not move

Picture shows "Home Folder" icon placed below the workspace switcher icon on launcher.

the manual test case needs to be removed as in 12.10 workspace switcher is movable by design. i'll propose a branch to remove that test.
