Application Switcher leaves no window focused

I've actually had a hard time reproducing this intentionally, but I bump into it many times a day in normal usage.

When switching applications using alt-tab, or windows of the same application using alt-`, sometimes when the keys have been released, the expected window is brought to the top, but no window is focused. Tapping alt to bring up the HUD then tapping alt again to dismiss it results in the expected window being focused.

This seems to happen when the alt key is depressed just long enough for the switcher to be displayed, but not quite long enough for all the windows/icons to be fully rendered - we're talking milliseconds, but it seems to be just the right number of milliseconds for my window switching to trigger it.
