Notifications that overlap the dash visually conflict with the dash's background

Notifications displayed while the maximized dash is open appear to punch a rectangular hole through the dash's background. A screencast is attached.

Probably somehow related to bug 1049964 in which panel fails to redraw when notification overlaps the panel area.
