Bug Description
Happens only when multiple monitors are connected. This is a regression in Unity 5.16 as version 5.14 doesn't have this problem.

The top menu bar of ubuntu flips to blue (my background image) when the mouse cursor hits it for the first time. It only happens after opening the program for the first time. And it happens after minimizing and maximizing the program again from unity menu and hitting the top menu for the first time. It only happens when the mouse enters the area where the program menu items are. So not the email, network, sound, time and power icons. Close, Minimize, Maximize do give the flipping effect.
When program screen is not full screen. The bar disappears totally. Like in the screen-shot. Its hard to get it back.
