Bug Description
We've run into a problem with the DOLFIN CMake configure system on a HPC system because of the tests. The machine is question uses a cross-compiler, i.e. the login/build nodes are a different system from the compute nodes, which means that the configuration tests can't necessarily be run.
An option should be added to disable all tests that require building.
