Set oem-config/remove-extras to false will cause packages in /var/lib/ubiquity/apt-removed is not being removed

Bug Description

There is a preseed called "oem-config/remove-extras" in ubiquity,
if this preseed set true , it will try to remove packages that were
not part of the base install and are not needed by the final system.

if set "oem-config/remove-extras" pressed to false,
this will cause every ubiquity plugin which use install_misc.record_removed() method
didn't remove the package in the OOBE phase.
which is, packages already recorded in /var/lib/ubiquity/apt-removed ,
but it's not being removed in the oem-config.

There should be a formal way to remove packages in OOBE
even if "oem-config/remove-extras" preseed is set to false.
