Bug Description
When I set up an environment with
juju-origin: lp:~mark-mims/juju/running-charmtester
it works fine, but the same environment with
juju-origin: https:/
seems to result in it the instance defaulting to distro. i.e., logging into the bootstrap node, there's no /usr/local/bin/juju and `dpkg -l | grep juju` returns the distro version.
This started from a report of 'bzr://' urls doing the same thing.
