This has happened to both my desktop and laptop machines. Both were upgrades from Precise.

Couple more data points... on 12.10 updated system:
  - Keyboard shortcut has "Cntl+Alt+T", which doesn't appear to work. However am seeing "Cntl+Alt+t" working.
  - There are also two entries in System Settings.../Keyboard/Shortcuts. Launch terminal and Launch Terminal both listing a key sequence that doesn't work - ie. "Cntl+Alt+T"

It seems there is also a very recent duplicate of this bug as well. In that case there was no upgrade.

Not a unity/compiz bug. Ctrl+Alt+T handling lives outside of compiz/unity.

affects: unity (Ubuntu Quantal) → gnome-control-center (Ubuntu Quantal)

After the latest round of package updates this is suddenly fixed for me.
I don't see anything about a fix noted here.
In fact its still not clear which package actually delivers this Ctrl+Alt+T functionality. Can anyone shed a little light?

It seems that this was a GSettings key that got unset, probably as plugins were being changed through the release. I was able to fix this by reenabling the media keys plugin like this:

$ gsettings set org.gnome.settings-daemon.plugins.media-keys active true

affects: gnome-control-center (Ubuntu Quantal) → gnome-settings-daemon (Ubuntu Quantal)
Changed in gnome-settings-daemon (Ubuntu Quantal):
status: Confirmed → Fix Released
