Congrego freezes at /etc/legal dpkg prompt

Bug Description

Congrego freezes at the following prompt:

Configuration file `/etc/legal'
 ==> File on system created by you or by a script.
 ==> File also in package provided by package maintainer.
   What would you like to do about it ? Your options are:
    Y or I : install the package maintainer's version
    N or O : keep your currently-installed version
      D : show the differences between the versions
      Z : start a shell to examine the situation
 The default action is to keep your current version.
*** legal (Y/I/N/O/D/Z) [default=N] ?

The original file references "Ubuntu" and the new one from dpkg package references "elementary OS"

If you were able to build a daily as recently as 29 Sept, why is this bug attached to beta1?

Because poking each build process in a definite timeframe sucks :P
But I agree, it's probably not a beta blocker.
