unity icon does not persist after reboot

Bug Description

This is a regression. The problem started happening I believe on 22 Sep 2012.
Background.
I have several custom launchers: for LibreOffice's development version, for a wine program, and for Emacs.
I re-compiled and re-installed Emacs from git. When I do this, I expect the icon to vanish, and it does.
I re-started Emacs from Dash Home. An icon appeared on the launcher. I right-moused the icon and clicked "Lock to Launcher."
I closed Emacs. The launcher icon was still there, as it should be.
I re-booted. The launcher icon had vanished.

I did this several times. Same problem.

I dont think its a new bugs. similar issue have existed in unity for a long time. unity+custom-launchers-icons does not play well.

I've experienced this too, and it's particularly evident when I just snatch away a desktop file from the file system without removing it from the launcher first, and then later adding an icon with a similar (or the same?) desktop file.

As Omer said, it's not a new bug. For now, it's confirmed while I search for duplicates.
