Bug Description
Currently the database goes offline around 12:00 UTC to import the next batch of data from Launchpad, for about 15 minutes.
I still haven't found a way to improve or work around the offline time, but we should be at least displaying a static HTML page indicating that the site is offline for the duration of the database import.
