During upgrade, debconf asks about a modified file after an LTS upgrade

Bug Description

1. Install Ubuntu 12.04.
2. Software Sources > "Updates" > "Notify me of a new Ubuntu version" > "For any new version".
3. update-manager -d
4. "Upgrade"

During an upgrade from Precise to Quantal, I got a debconf prompt asking if I want to replace a configuration file.
But the difference was between 'Prompt=normal' and 'prompt=normal' (capitalization).
I didn't edit this file manually, and I remember having seen this prompt on another computer, so it means that when the option to see all upgrades (instead of just LTS ones) is checked, it is wrote in a different way from what has been set as default for Quantal.
So either debconf should not bother me about a capitalisation difference, or the default config file of Quantal should be written the same way as what is written by the update-manager's properties window.
Sorry, I don't remember the name of the package with this prompt, so I'm guessing it was update-manager.
