add test links to jujucharms.com

Right next to charm name, there should be little red/green balls representing the latest test results:
  - one for each provider
  - title has provider name and color for hover
  - alt has provider name and color
  - each ball clicks through to jenkins.qa.ubuntu.com/jobs/<series>-<provider>-charm-<charm-name>/ page for test history/artifacts
  - choose red/green ball image based on jenkins.qa.ubuntu.com/jobs/<series>-<provider>-charm-<charm-name>/api/json's "color" value

Make sure we don't delay loading jujucharms.com! fill balls in as information from jenkins.qa.ubuntu.com becomes available.

Results should be cached in jujucharms.com's serverside eventually, but JS should work well enough for now.
