Bug Description

What Happens: submittodebian adds Ubuntu changes to control and changelog in patches it forwards upstream

What should happen: submittodebian should respect upstream source pulled with bzr and not try to add Ubuntu changes but instead just changes created by the user working on the source locally.

How to reproduce:
1. bzr branch debianlp:packagename
2. make changes to branch such as fixing a bug
3
. submittodebian
4. submittodebian adds changes from the Ubuntu branch control and changelog to the patch it submits

Can you reproduce this? If so, how?
What editor do you use?

Basically when I have made changes to a package and use submittodebian to submit the patch it creates a diff and asks if I want to edit it while quite frequently submittodebian has been changing to control file and other files in the package which I didnt change at all so I have to correct the diff and remove the changes that submittodebian adds and when I attempt to do this I would say 1 out of 3 times it crashes.
