Popup windows believe their in the wrong workspace when moved.

Bug Description
If there is a program running and it pop's up another winows (maybe a download status bar). If this new windows is right clicked on and moved to another workspace it's still thinks it's in the previous workspace.
This causes further problems as if you can't put the popup in the background, when selecting the primary windows it redirects you to the workspace with the popup, not the actual window you selected. This popup does not appear in the Workspace viewer.
