Private bug pages requested should return "this is a private bug"

Dear friends,

When launchpad decides that bugs are duplicates of another bug which happens to be a private one, it prints something like this in email:

*** This bug is a duplicate of bug 1024081 ***
    https://bugs.launchpad.net/bugs/1024081

Thank you for taking the time to report this crash and helping to make
this software better. This particular crash has already been reported
and is a duplicate of bug #1024081, so is being marked as such. Please
look at the other bug report to see if there is any missing information
that you can provide, or to see if there is a workaround for the bug.
Additionally, any further discussion regarding the bug should occur in
the other report. Please continue to report any other bugs you may
find.

I go to that URI and get an "Error: Page not found"

Instead, what I should get is something like "This bug is private".

Another way in which users get their browsers request URI's of private bugs is that the 'apport' program detects that "a bug is already reported and is displayed in your browser" (or something similar). Then, in the case that the bug is private, the users get the "Error: Page not found".
