Location window enables atmosphere and fog

Bug Description

My usual setup is without atmosphere and fog but when location window (f6) is toggled for the first time they gets turned on. If i disable them again they will not be turned on by location window.

I do not choose a new location, I just invoke, maybe by mistake, location window. And again, if then I turn off atmosphere it won't be turned on by further invocations of location window.

IMHO, also selecting a new location, shouldn't turn atmosphere on except if another planet with atmosphere is also selected.

Now atmospheric effects will be applied to planets and moons with atmospheres if flag_atmosphere has true value in config.ini.
