Sorry but I don't have a comprehensive dhcpv6 test setup here (I find SLAAC to do the trick for my IPv6 needs) so I can't very easily reproduce the issue and try to figure it out from there.
Could you perhaps try isc-dhcp 4.2 as we have it since Ubuntu 12.10 to check if the issue is still there?
