if I render a panel that does not exist, there is no exception

Bug Description

If I use a panel name that does not exist, … such as:

        ${panel('ohboyimadeatypohere', ….)}

… then this does not throw an exception. It silently renders empty.

I see no value in gracefully ignoring a non-existent panel, therefore I propose that this is a bug and we fix it.
