Windows become "sticky" at completely random positions in the screen

Bug Description
When you drag a window, it sometimes "sticks" to a certain vertical position like a magnet. It is expected to do that at meaningful positions, such as when the top of the window is aligned to the top of the screen (minus system bar) or the bottom of the window with the bottom of the screen.
But it does it also at some apparently random and certainly meaningless positions, in the mid of the screen, as if it was sticking to something invisible.
