tzdata-java update breaks timezones

Bug Description

After recent apt dist-upgrade my Java programs are failing with errors about timezones e.g.

java.lang.RuntimeException: org.apache.jasper.JasperException: javax.el.ELException: java.util.MissingResourceException: Can't find resource for bundle java.util.PropertyResourceBundle, key timezone.GMT

The links in /usr/share/javazi timezone files were pointing at nothing

Workaround:
 apt-get install --reinstall tzdata-java

This seems to affect precise with openjdk-6.

I believe this is a dupe of #1050404 and thus fixed by https://launchpad.net/ubuntu/+source/tzdata/2012e-0ubuntu0.12.04.1
