emacs: file not found.

if i link /usr/share/info/emacs23 to /usr/share/info/emacs
it works.

so either is the documentation broken or the naming.

Confirmed; trivially reproducible (though you have to be somewhat familiar with the Info reader to know how to navigate; press Enter on a link etc).

I should also note that (emacs.gz)Minibuffer works for me. But obviously, the hyperlinks between officially packaged documents should work without manual editing.
