Need a provider type which provisions via SSH

Bug Description

For environments where there is a lot of standing resources, or a desire to do the provisioning in a way juju won't support, it would make sense to have a provider which just installs juju onto existing servers as its "start_machine" step.

* Static list of servers fed into ZK and/or maintained on the provisioning agent system.
* SSH to install agents
* Containers or chroots so charms can still run with assumption of a clean system.

We've seen interest for this across the board, and even a strawman implementation posted to the juju mailing list. Clearly its something worth considering.

This would be *very* useful to have for smaller deployments, considering all the hosting companies where you can get cheap VMs these days without openstack.

Eventually, people will realize the benefits of going openstack but this would be a useful middle ground between experimentation on local LXC containers and full blown OpenStack/EC2 deployment ...
