PowerDNS binds to webserver port whilst disabled

Bug Description
When the webserver option for monitoring is disabled the port is still claimed. One can connect to it, but it doesn't seem to respond (tried GET / HTTP/1.0\n\n\n and GET / HTTP/1.1\nHost: localhost\n\n\n - no response in either case).
Got from the IRC channel that it's a known bug. It's fixed in 3.1. Alternatively they said the patch is in SVN rev 2269.
