Bug Description
After trying -unsuccessfuly- to access a network folder or trying to reach Add ons choice under Tools I got the shadow of a window,or its outeer borders, blinking on/off unstoppingly and bringing the system to a crawl. Closing VLC so far seamed to correct things, but this last time, w/ the Tools, Add ons, choice, I dont realy know.

It sounds like you are experiencing bug 1005677. Try the workaround for that, turning off the overlay scrollbars with an environment variable.
You can run vlc and other commands from a terminal like this:
LIBOVERLAY_ SCROLLBAR= 0 vlc &
Or you can put
export LIBOVERLAY_ SCROLLBAR= 0
in /etc/environment, just until this bug is fixed. If those workarounds do not help, you can un-dupe this bug if you want. Hope this helps. Thanks.
